We are currently seeking a HR Program Manager. Our ideal candidate ensures that human resource programs support the long-term goals of the board. This position performs professional work of considerable difficulty overseeing a range of administrative functions related to human resource management, employee development and customer service. This position also conducts regular HR training for employees and supervisors. This role will primarily focus on the start-up, building, coordinating and delivering new hire on-boarding programs for initial experience and driving ongoing training and development projects for our customer-facing employees.
 
The HR Program Manager will report to the Senior Manager of Human Resources. The ideal candidate will help our employees advance their skills and knowledge for success in Manufacturing. Excellent communication skills are essential. If you also have experience designing e-learning courses and managing budgets, we would like to meet you. Work cross-functionally to shape and evolve programs for training and building the infrastructure. Contribute to HR operational excellence by identifying and recommending alternative methods to streamline processes. Collaborate with the team leaders to create people programs that will help us grow and scale. Ultimately, you will help our company succeed by training and developing its people and serve as a coach and mentor for other positions in the department.

The Role

  • Responsible for maintaining and evolving all training and on-boarding content resources and Plans, directs and administers various human resource programs.
  • Writes and revises job classification specifications.
  • Create and execute learning strategies and programs
  • Evaluate individual and organizational development needs
  • Design and deliver courses, workshops and other training
  • Assess the success of development plans and help employees make the most of learning opportunities
  • Market available training opportunities to employees
  • Track budgets and negotiate contracts for vendor-provided training
  • Hire and oversee program department including Training Coordinator
  • Measure learning effectiveness
  • Generate and publish training reports
  • Oversee the Learning Management System
  • Maintain updated curriculum database and training records
  • Manage and maintain in-house training facilities and equipment Manages, plans, coordinates, and executes multiple human resources projects, programs, and activities to improve processes and services.
  • Oversees multiple project leaders to achieve project objectives on time, within cost, and ensuring quality.
  • Develops HR training programs and teaches courses.
  • Researches and becomes well informed of customer's needs, identifies program needs, considers available processes and services, and develops processes that streamline services.
  • Researches, analyzes data and prepares quarterly reports on HR trends, new HR project suggestions and current program goals and progress.
  • Develops reviews and revises program policies and procedures.
  • Provides advice and counsel to department heads, managers and staff on updating and interpreting programs.
  • Represents the department with the board, related agencies and the public.
  • Performs other related duties as assigned. 

Quaifications

  • Proven experience as an L&D Manager, Training Manager or similar
  • Current knowledge of effective learning and development methods
  • Familiarity with e-learning platforms and practices
  • Experience in project management and budgeting
  • Proficient in MS Office and Learning Management Systems (LMS)
  • Excellent communication and negotiation skills; sharp business acumen
  • Demonstrated knowledge of training and program management best practices
  • Strong presentation skills & ability to lead training autonomously 
  • Strong organizational skills, with the ability to manage multiple projects simultaneously
  • Excellent communication skills, written & verbal 
  • Ability to build rapport with employees and vendors.
  • BS/BA in a related field and four years of human resource experience; or any combination of education, training and experience that demonstrates the ability to perform the duties of the position.
  • Professional certification is a plus
